DESCRIPTION:The Potomac Institute for Policy Studies will present a  specia
 l lecture\, &quot\;Russian Cyber Capabilities: Policy and Practice\,&quot\
 ; with  Amb. David J. Smith\, Senior Fellow\, and Ms. Khatuna Mshvidobadze
 \,  Associate Academic Fellow\, on Tuesday\, November 8\, from 12-2 pm\, a
 t the  Institute.  In this thought-provoking presentation\, Amb. Smith an
 d Ms.  Mshvidobadze will address the intersection of Russian government\, 
  business and crime\, and the Russian approach to information warfare.   
 They will explore the role of Vladimir Putin\, who is set to reascend to  
 the presidency in 2012\, as well as the existing Russian state  organizati
 on.  They will address cyber attacks on Estonia in 2007 and  Georgia in 2
 008\, from their perspective as resident experts at the  Georgian Security
  Analysis Center in Tbilisi\, where Amb. Smith is  Director.  The present
 ations will also examine the DDOS attacks on the  LiveJournal and Novaya G
 azeta sites\, as well as the future outlook and  policy options for defens
 e against cyber attacks. Registration is required.
